Hong Kong has introduced round-the-clock settlement for tokenized financial transactions, allowing banks to process payments beyond conventional operating hours. The Hong Kong Monetary Authority (HKMA) announced the expansion alongside plans to introduce regulated stablecoins into tokenized government debt trials.
HKMA Advances Project Ensemble With Tokenized Central Bank Money and Government Debt Trials
According to the HKMA’s November 2 announcement, the upgraded EnsembleTX project now supports real-value transactions around the clock. Participating banks can conduct international transfers, manage tokenized investments, and execute treasury operations beyond traditional banking hours.
Previously, financial institutions relied on Hong Kong’s existing dollar settlement infrastructure, which operated during designated hours. The latest upgrade introduces tokenized central bank money to support uninterrupted settlement across participating institutions.
Speaking at Hong Kong FinTech Week, HKMA Chief Executive Eddie Yue highlighted the city’s growing opportunities in financial technology.
“Hong Kong is well placed to capitalise on new growth opportunities in fintech,” Yue stated.
Yue also emphasized responsible innovation, artificial intelligence, and tokenization under Hong Kong’s Fintech 2030 strategy.
Meanwhile, the expansion covers tokenized Exchange Fund Bills, representing short-term debt instruments issued by the monetary authority. Recognized dealers have completed secondary-market trial transactions involving these securities under the regulator’s tokenization program.
Additionally, the HKMA plans to introduce regulated stablecoins into subsequent trials involving tokenized Exchange Fund Bills.
Project Ensemble began in March 2024 to explore wholesale central bank digital money and tokenized financial transactions. Subsequently, the regulator launched a sandbox in August 2024, allowing banks to connect their tokenized deposit platforms.
HSBC RedCoin Stablecoin Reaches 50,000 Users Following October Launch
Separately, HSBC reported growing adoption of its Hong Kong dollar stablecoin, RedCoin, during Hong Kong FinTech Week. HSBC Group CEO Georges Elhedery confirmed that RedCoin attracted approximately 50,000 users within ten days of launching.
The bank introduced RedCoin on October 23, enabling transfers and merchant payments through its PayMe application. Meanwhile, more than 3.3 million PayMe customers can activate stablecoin wallets, with HSBC targeting several million users.
Besides retail payments, HSBC offers tokenized deposits to wholesale customers across Hong Kong and approximately six other jurisdictions. The bank also plans mobile banking integration and subscriptions to tokenized money market investments.
Hong Kong’s regulated stablecoin framework requires issuers to maintain adequate reserves, redemption arrangements, and risk management standards.
